Position Description New Salary Range $104,383-$125,411 Annually - In addition to this salary there is a
SAMA/CAE Premium* SAMA/CAE Premium: Principal Appraisers who achieve and maintain a Senior Accredited Minnesota Assessor (SAMA) or a Certified Assessment Evaluator (CAE) designation shall be paid an additional $2,785 annually. Should the City decide to make a SAMA/CAE designations a requirement of the position, the premium will be eliminated and the then-current premium rate will be folded into the base wage.
Position Description This position performs specialized assessment appraisal work for the most complex properties located within the Central Business District of the City. The ideal candidate is passionate about property valuation and has a personal commitment to their work. They exhibit a high level of self-knowledge and are committed to ongoing personal and organizational improvement. In addition to assessment and appraisal tasks, the Principal Appraisers play a role as staff mentors, assist in department wide projects and are seen as agents for change.
Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
Job Duties and Responsibilities - Prepare narrative appraisals and other documents for informal reviews, City and County Board of Appeal and Equalization and Tax Court.
- Testify in Tax Court as an expert witness.
- Inspect, measure, photograph and value complex commercial, industrial, apartment, and special use properties.
- Interview tenants and property owners to collect and verify data.
- Read and analyze leases, income and expense statements, condominium declarations, purchase agreements, appraisals, certificates of real estate value, contracts for deeds and other legal documents to help estimate market value.
- Effectively communicate with attorneys, tax representatives, and taxpayers to ensure fair market value and to defend the assessed value.
- Utilize mass appraisal techniques to establish the assessment.
- Review changes to property to determine the effects on market value and to determine market value of property.
- Review, analyze, and inspect sales of property in accordance with Minnesota Department of Revenue standards to understand the market and to use for an accurate valuation and assessment ratio.
- Work with City and County departments to request and provide information and tax estimates for future projects.
- Respond to elected officials, including Minneapolis City Council and Hennepin County Commissioners on constituent's issues.
- Inspect and value existing and new property divisions, combinations, and classification changes.
- Assist the Chief Appraiser with gathering and analyzing market trends and information.
- Inform and educate taxpayers on property tax laws and procedures and how this correlates to assessments and real estate sales activity.
- Lead the department's continuous improvement efforts, including re-engineering of key office processes.

Required Qualifications Minimum Qualifications Bachelor's Degree in Real Estate, Engineering, or a related field, or equivalent.
Minimum Experience Three years of assessment and valuation experience, or significant fee experience that includes valuing commercial/industrial/apartment property, or significant real estate brokerage and commercial sales experience.
Licenses/Certifications - Accredited Minnesota Assessor (AMA) or equivalency with Senior Accredited Minnesota Assessor (SAMA) certification within 24 months of hire.

Equivalency An equivalent combination of education and experience closely related to the duties of the position may be considered.
Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (70%) and desired competencies (30%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire
two months after it has been established.

Knowledge, Skills and Abilities - Considerable knowledge and understanding of appraisal methodologies
- Good composure and presentation skills and when testifying in Tax Court.
- Integrity, ethics, and values that adhere to the national Uniform Standards and Professional Appraisal Practices (USPAP).
- Technically savvy in computer hardware and network systems, software, and database management.
- Knowledge of Local, State and Federal laws related to real estate assessment
- Knowledge of all aspects of real estate market trends.
- Knowledge of complex valuation methodology, including discounted cash flow analysis.
- Ability to manage section work goals with department goals, objectives, policies, and procedures.
- Ability to communicate and deal tactfully and respectfully with a diverse population.
- Strong negotiation skills, combining diplomacy and persuasiveness.
- Ability to work under pressure and with short deadlines.
- Ability to anticipate problems and find solutions or recommendations before the problem escalates.
- Time management skills and the ability to plan, organize, and prioritize work and meet frequent ongoing and concurrent timelines and deadlines.
- Continuing education to maintain license(s) and remain up to date in assessment and appraisal career.
