IFD/ICS – Public Sector Specialist from the Ministry of Personnel Management (MPM) of the Republic of Korea for the Innovation for Citizens Service Division at the IDB

Background of this search :

The Innovation for Citizens Service Division (ICS), part of the Institutions for Development Sector (IFD) at the IDB is looking for a professional with recognized experience in human resources management and the Korean Public Administration, who will provide advice and support to the transferring of knowledge from the Korean public sector to this Division and the Bank’s borrowing member countries.

The team’s mission :

The Division's mission is to improve the delivery of citizens’ services. It is structured in four clusters: (i) Public Sector management; (ii) Digital Government; (iii) Transparency; and (iv) citizen security. This consultancy will mainly support the work of the Public Sector Management cluster. The Public Sector Management Cluster offers knowledge and solutions to strengthen the management of the Government’s Center Systems (strategic planning and coordination), civil service, public investment, supply and procurement, and external and internal government control, among others.

What you’ll do:

ICS is seeking the support of the Korean MPM to facilitate knowledge-sharing and technical advice activities in priority areas. For this purpose, the knowledge of MPM experienced civil servants, as well as Korean experts, would be useful. The Externally Funded Contractual (EFC) will be based in ICS at the IDB Headquarters to perform the following activities:

  • Establish a network between LAC and Korea on Civil Service to exchange knowledge, information, and experiences, discuss key policy implications, and identify projects related that can contribute to the socio-economic development of LAC. For this purpose, the EFC will:
    1. Serve at the IDB as liaison with MPM on civil service and human resources management.
    2. Identify Korean experts, in and outside the Korean public sector, that could participate in technical dialogues led by IDB experts with LAC government officials, to share the Korean knowledge and experience regarding the implementation, operation and maintenance of the human resources functions.
    3. Execute joint policy research activities and consultations and/or exchange of information in areas of interest. For this purpose, the EFC will:
      1. Prepare background notes about Korean knowledge and experience to support the preparation of technical notes and projects.
      2. Develop a framework of the Korean human resources management which will include its key features for the attraction of the right skills to the Civil Service, which will be used to assess human resources regimes in LAC countries.
      3. Co-organize and co-participate in joint programs , including training workshops and/or other relevant events, pursuant to the Parties’ respective policies and procedures.

        Deliverables and Payments timeline :

        Within twenty-four (24) months duration of work, it is expected that the Consultant will:

        • Product 1 – Characteristics of the Korean Personnel Management Regime: Prepare a technical note about the characteristics of the Korean Personnel Management Regime using the methodologies the IDB has been using in the LAC region to assess those regimes. The objective of the study is to provide a comparative analysis of the characteristics of the Personnel Management Systems (Korean and LAC countries) in the areas of classification of public officials, planning, recruitment, balance in human resources, performance management, development, and training of public servants.
        • Product 2 – Electronic Personnel Management System: Prepare a technical paper describing the functional characteristics of the Korean Electronic Personnel Management System (e-Saram) and comparing them with the functional characteristics of two similar government systems in the region. The paper will be aimed to show the characteristics of the conceptualization and functionalities of e-Saram, the main lessons learned from its design and implementation, and how they can strengthen the use of well-designed digital tools in the management of human resources in the public sector.
        • Product 3 - Human resources mobility: Prepare a technical note about the mechanisms included in the Korean Civil Service and Personnel Management regimes to facilitate mobility of human resources among public sector organizations with the aim to facilitate the allocation of human talent when it is required.
        • Product 4 - Workshops: Participate, as a team member, in the organization of workshops aimed to discuss the papers described in products 1, 2 and 3, as well as other workshops related to the transformation of personnel management regimes in the LAC region.
        • Product 5 – Project implementation: Participate, as a team member, in the implementation of projects and technical cooperation projects related to personnel management to support their implementation and provide inputs from the Korean experience.

          The Consultant's payment will be carried out in accordance with the IDB’s payments schedules for employees and consultants.

          What you’ll need:

          • Citizenship: You are a citizen of one of our 48-member countries.
          • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
          • Education: Master’s degree in public administration, public policy, or human resources management.
          • Experience: Minimum of 15 years of experience in the Korean Public Administration, including at least 10 years of experience in human resources management. Experience leading the design and implementation of projects to transform human resources in the public sector.
          • Languages: Proficiency in English (written, spoken, reading) and desirable working knowledge of Spanish.

            Opportunity Summary:

            • Type of contract and modality: CNS full-time.
            • Length of contract: 24 consecutive months. The assignment may be extended for an additional period not to exceed 12 months with the agreement of all parties, based on the identified business need for the specific knowledge and skills, the terms of reference for the FEC, and the satisfactory performance of the secondee as evaluated by the IDB supervisor or Manager assigned.
