General Overview of Position Reporting to the Library Board, the Library Director serves as the Chief Executive Officer for both the Kenosha Public Library and the Kenosha County Library System. This leadership role involves strategic planning, organization, direction, and evaluation of all library functions, operations, and activities. In collaboration with the Library Board, the Director is responsible for creating and implementing an operating plan, budget, and procedures to ensure quality patron service, community relations, and equitable access to library resources for all residents. With significant autonomy, the Director administers library programs and policies approved by the Board to achieve short-term and long-term goals aligned with the organization's Mission and Vision Statement.
Reporting Relationship - Responsible to the Board of Trustees for the Kenosha Public Library.

- Oversee the development and execution of library services, programs, and collections to address community needs.
- Provide visionary leadership to employees across all branches and departments.
- Act as a liaison between staff and the Library Board, ensuring effective communication and collaboration.
- Collaborate with the leadership team and City Finance Department to develop annual operating budgets and identify capital project needs.
- Present operating budgets to the Library Board, City Administration, and Common Council for approval.
- Monitor library finances to maintain adherence to approved budgets.
- Identify and implement strategic initiatives for library services and resources in alignment with community needs and the Library Board's Mission and Vision.
- Under the purview of the Library Board, develop, present, and enforce policies and procedures approved by the Library Board.
- Support and manage staff to deliver high-quality library services and foster a positive work environment.
- Directly oversee key personnel, including the Assistant Director, Business Manager, IT & Data Manager, and Maintenance Superintendent.
- Oversee implementation and maintenance of personnel management and feedback programs and practices.
- Develop short and long-range plans for facilities and operations.
- Continuously assess community needs and recommend improvements to the Library Board.
- Manage and support staff in order to provide the highest quality library services to the community. Create a positive, supportive working environment that encourages diversity in the workforce and respects diverse points of view. Lead Library efforts to recruit, hire, and train personnel toward retention of a diverse and talented workforce.
- Represent the library in community-wide projects and partnerships, as well as at the regional, state and national level.
- Cultivate relationships with community stakeholders to enhance public programming and funding opportunities.
- Develop and communicate a shared vision of library services.
- Oversee and develop additional alternative resources for services and facilities, including grants and corporate support. Work with the Kenosha Public Library Foundation on fund development efforts. Ensure that Foundation development activities are congruent with Library Board planning and policy. Serve as a visible spokesperson for the library to increase support and funding for libraries.
- Oversee management and development of library facilities, including maintenance and future planning for potential renovations or new facilities. Ensures the safety and security of library facilities.
- Serves on the Mayor's executive team. Leads or participates in city projects as requested by the Mayor. Coordinates annual city-wide summer parks programs.
Additional Responsibilities as System Director for the Kenosha County Library System: - Serve as the System Director for the Kenosha County Library System, administering delivery, technology and training support for member libraries.
- Calculate and administer cross border reimbursements for member libraries.
- Fulfill reporting requirements for the Wisconsin Department of Public Instruction, Kenosha County, and other entities.
- Propose, present, and implement the annual budget for the Kenosha County Library System.
- Lead county-wide library planning efforts.
- Fulfill consultant duties to member libraries as required in statutes.
- Manage grant applications and reporting for the system.
- Attend and report at Kenosha County Library System board meetings and system director meetings.
Requirements - Requires Master's Degree in Library Science from an ALA accredited institution.
- Eligibility for a Grade 1 Wisconsin Library Certificate.
- Minimum of 5 years successful public library and/or system experience with staff management and development of strategic direction.
- Minimum of 7-10 years experience working in a public library.
- Proficiency in collaboration with diverse stakeholders, including elected officials, employees, and community members.
- Experience in fundraising, in collaboration with a library foundation, is strongly preferred.
- Excellent public speaking, written communication, and interpersonal skills.
- Thorough understanding of public library operations, programs, services, and current industry trends.
- Knowledge of budgeting practices and financial management.

KENOSHA PUBLIC LIBRARY SUMMARY OF BENEFITS For Full Time Nonrepresented Library Administration Employees The Library is a division of the City of Kenosha. Library employees are covered by the Library's Wages and benefits provided by the Library may be different than those listed for the City of Kenosha. Please contact the with questions.
Salary The salaries and pay grades for each Library position are set forth by an approved pay grade schedule. At the time of hire, compensation is to start at pay grade Step A in the appropriate job position except as otherwise approved by the Library Board. Employees who have received an overall performance appraisal ranking of "meets requirements" or better in their last performance appraisal shall be eligible for a step increase each year on their job position date unless they have already reached the top pay grade step in their job position.
Direct Deposit Payroll is made by for all employees through City of Kenosha payroll. Employees must designate a checking or savings account (of their choice) at the time of hire. Employees are paid on the 15th and last day of each month.
Insurance The City offers a high deductible health plan (HDHP) to eligible employees and their qualifying dependent(s) as of the first of the month following 30 days of full-time employment. All employees are required to pay a five percent (5%) monthly health insurance premium, which will be waived if the employee participates in an annual Health Risk Appraisal (HRA). Employees and qualifying dependents are responsible for any deductibles, co-payments, or other out-of-pocket costs associated with care received under the provisions of the plan(s). There is a health insurance only purchase option. Employees who elect health and dental insurance do not pay a premium for dental coverage.
The City provides dental insurance to eligible employees after 30 days of full-time employment. Dental services are provided through one dental group - Dental Associates, which has one location in Kenosha County. You must select one provider location upon enrollment, and can only seek dental treatment through that location once enrolled. There is a dental insurance only purchase option. Employees who elect to purchase dental insurance separately (without electing health insurance) pay a monthly per person premium for this coverage.
The City holds an open enrollment period each calendar year. If the employee waives initial coverage upon hire, they must experience a qualifying life event as prescribed by the Plan's summary plan description in order to enroll for either health or dental insurance at any other time during the plan year. Employees who do not experience a qualifying life even must wait for the open enrollment period to elect coverage. Insurance benefits are subject to unilateral changes by the City. Life Insurance Term life insurance coverage is provided to eligible employees through the Coverage amount is based on the employee's annual salary rounded to the next highest $1,000. The premium for Basic Plan coverage is paid by the City. Additional coverage and/or supplemental levels of coverage are available to employee and family at the employee's expense. Coverage becomes effective on the first of the month following six (6) months of employment or sooner if the employee has previous qualifying WRS service.
Deferred Compensation Employees may elect to defer part of their income into a 457(b) retirement plan through , , or the This deferred income is exempt from State and Federal income taxes until it is withdrawn at retirement or upon termination of employment. Deferred compensation is only available to full-time employees.
Sick Leave Full-time Library employees are granted 12 days (96 hours) per calendar year, on the basis of one (1) day per month. Employees must be paid for a majority of the work days in a given month in order to earn sick leave that month. Sick Leave is credited to the employee at the beginning of the year. If an employee leaves the Library, any sick leave taken in advance of having been earned will be deducted from the final paycheck.
Unused leave may be accumulated to 120 days (960 hours). Employees hired before January 1, 2010 who retire under the provisions of the Wisconsin State Retirement System or who leave library employment after completing at least 10 years as a full-time employee shall receive 50% of their accumulated sick leave in terminal pay. Employees hired after January 1, 2010 shall receive 50% of their accumulated sick leave in terminal pay after completing at least 10 years of consecutive full time employment when they retire from the Library under the provisions of the WRS.

The Kenosha Public Library will be closed on Easter Sunday but this is not a paid holiday.
The Kenosha Public Library will be open on New Year's Eve Day (hours vary) and the Friday before Easter (hours vary). Personal time will be allocated twice yearly, half on January 1, and half on July 1 to current employees in lieu of these holidays. New hires not yet employed on either date will not be eligible to receive the associated personal time.
Vacation Vacation days are granted based on years of consecutive full-time employment. Employees earn 1/12 of vacation each month they are paid for at least half of their working days in the month.

On January 1st of each year, employees will be credited with their full annual vacation leave for that year. This calculation will include days expected to be accumulated for the full year, taking into account the consecutive full-time employment date and the changes in the rate of accumulation that may occur. Vacation benefits shall be prorated at 1/12 the annual vacation allowance per month for employees whose employment with the Library is discontinued during the year. For the purposes of calculating vacation time, if the employee's full-time date is the 1st - 15th of the month, that month is used in the vacation calculation; if the full-time date is 16th - 31st of the month, the month is not used in calculating vacation time.
Compensatory Leave The earning of compensatory time for all eligible employees must be approved by the employee's supervisor. Compensatory time taken must be approved in advance by the supervisor. Compensatory time can accumulate during the calendar year, but no more than 40 hours of compensatory time may be carried forward into the next year unless approved by the Library Director by request of the employee. Sick leave, vacation time, approved holidays, bereavement, voucher hours, personal time and any other paid leave time will not be considered hours worked for the purpose of performing compensatory time calculations.
Health Savings Account The health insurance plan offered by the City qualifies for a Health Savings Account (HSA) as defined by the IRS. Johnson Bank has waived the fees normally associated with opening and maintaining an HSA for all City of Kenosha employees who are enrolled in a qualifying insurance plan. Payroll deduction (pre-taxed) is only available to those employees who hold their HSA with Johnson Bank.
Critical Illness, Accident & Universal Life/Long-Term Care Insurances Supplemental policies for Critical Illness, Accident and Life/Long-Term Care Insurance are offered to current eligible employees during the City's annual open enrollment period.
